The five Community Action Agencies comprising the Vermont Community Action Partnership (VCAP) cover the State of Vermont. Our mission is to help when you and your family are in crisis, to build financial stability, provide housing and energy assistance and to build community, health and wellbeing.
Our Local Agencies
Northeast Kingdom Community Action
NEKCA serves Orleans, Essex, and Caledonia Counties.
Champlain Valley Office of Economic Opportunity
Residents of Addison (excluding the towns of Granville and Hancock), Chittenden, Franklin, and Grand Isle counties are served by CVOEO.
Southeastern Vermont Community Action
SEVCA serves residents of Windham and Windsor Counties, except for Barnard, Bethel, Rochester, Royalton, Sharon and Stockbridge in Windsor County.
Capstone Community Action
All towns of Washington, Orange and Lamoille Counties; Granville and Hancock in Addison County; Pittsfield in Rutland County; Barnard, Bethel, Rochester, Royalton, Sharon and Stockbridge in Windsor County.
BROC Community Action
Serving Rutland and Bennington Counties.
